Well. I think it's not clear between STOPPED and SUSPENDED states in above diagrams. There are two cases how stopped app's back online. When app's process was killed, it might be described as SUSPENDED and need to call onCreate() again. If not other one might be described as STOPPED and does not required to call onCreate().
